Now, to be fair, they aren’t exactly useless, but their utility is very much bound to their niche. I’ll be honest with you, marines aren’t really that good. So many in fact, that a great many strategies can be developed depending on which you choose to use. And, just like in real life, EU4 has plenty of specialized kinds of troops available to a wide variety of nations for you to choose from. That being said, not all troops throughout history were levies or conscripts. Mercenaries do not require manpower to raise or reinforce, but are much more expensive and are only available in limited amounts.Throughout the course of a campaign the only thing that will enable you to protect, and expand, your domain will be the various legions, hordes, and cohorts your nation will be able to raise. Raising new regiments, as well as replenishing existing ones that have lost men due to battles or attrition, will draw men from the manpower pool.
